
Board of Directors
The Sirte Free Zone is managed by a Board of Directors formed by a decision of the Council of Ministers upon the nomination of the Minister of Economy and Trade. The Council has broad executive and supervisory powers, including:
- Adopting public policies and strategic development plans.
- Full supervision of the entities and units operating within the zone.
- Approval of annual budgets and final accounts.
- Approve the regulations for financial, administrative and technical affairs.
These powers give the Council the ability to effectively guide and ensure that the region is committed to achieving its national and development goals.
General Manager
He shall be appointed by a decision of the Council of Ministers, and shall act as an executive liaison between the Board of Directors and the executive departments. Its duties are:
- Manage the day-to-day operations and follow up on the implementation of the decisions issued by the Board.
- Propose detailed operational policies and action plans.
- Supervise the administrative and technical staff and ensure the efficiency of institutional performance.
- Representing the region legally and before government and international bodies.
Public Administrations
Sirte Free Zone includes a number of specialized public administrations that implement policies, plans and programs under the supervision of the Director General, most notably:
- General Directorate of Administrative and Financial Affairs
Manages human resources, finances, contracts, and procurement, and ensures compliance with accounting and regulatory regulations. - General Directorate of Planning and Projects
It is responsible for preparing technical studies and general plans, and following up on the implementation of infrastructure projects and operational facilities. - General Directorate of Investment and Promotion
It is responsible for marketing the area to local and international investors, providing facilities, responding to investors’ inquiries, and organizing economic events. - General Directorate of Legal Affairs and Licenses
It is responsible for granting commercial and investment licenses, supervising contracts and agreements, and providing legal advice to various departments. - General Directorate of Employment and Services
Oversees the operation of the port and logistics within the region, including guidance, warehousing, transportation, and technical services. - General Directorate of Coastal Security
It ensures a safe working environment within the region, and follows industrial security, firefighting, and environmental compliance procedures in accordance with international standards. - General Directorate of Digital Transformation and Information Technology
Responsible for developing digital infrastructure, operating intelligent process management systems, and automating services for investors.
Operating Entities:
All entities within the zone are under the supervision of the Board of Directors, while retaining their original institutional affiliation, and employees have been transferred while maintaining their employment status, ensuring administrative stability and enhancing institutional integration.
Sirte Free Zone includes 11 specialized and service zones managed by specialized departments, which are:
- Seaport and storage area.
- Financial Services District.
- Industrial Zone.
- Tourist area.
- Manufacturing Zone.
- The oil zone.
- Media Zone.
- Smart City.
- Water Plants and Wastewater Treatment.
- Electricity and water stations.
- Administrative Buildings: The main building of the Zone Administration and the service buildings consist of (15) buildings.
This administrative structure is the cornerstone of the implementation of the Sirte Free Zone vision and the achievement of performance efficiency and corporate governance.
