
Sirte Free Zone understands that achieving its ambitious vision requires building effective strategic partnerships both locally and internationally. Therefore, the Zone Administration works to coordinate and cooperate with various entities to achieve integration in development efforts. At the local level, it provides political and institutional support to ensure its success. The National Development Authority (NDA) is also the government’s most prominent executive partner, implementing projects to develop the infrastructure of the port and the region and coordinating development plans in accordance with Libya’s Vision 2030. The integration between the Free Zone and the National Authority ensures that the Zone’s projects are carried out to the highest standards and within the Comprehensive National Development Strategy.
At the international level, the Sirte Free Zone has succeeded in attracting wide interest from foreign investors and partners to contribute to its development and operation. For example, there is Libyan-American cooperation to promote development in the free zone, where meetings have been held between the management of the zone, officials of the U.S. Embassy and the U.S. Chamber of Commerce in Libya to discuss ways to support and attract U.S. investments for the project. U.S. partners have praised the free zone’s pivotal role in supporting the Libyan economy and have shown practical interest in participating in its development. In addition, leading regional companies in port management and free zone operation have shown direct interest in investing in the operation of the Port of Sirte and its logistics facilities. This interest has been demonstrated through offers from reputable Gulf companies with global expertise in port operation, paving the way for operational and investment partnerships that can contribute to bringing technical know-how and enhancing the efficiency of port management.
Within the technology and digital infrastructure sector, the National Development Authority (NDA ) has established promising partnerships to attract major global technology companies to contribute to the Free Zone. In late 2024, a leading Chinese technology company expressed its willingness to cooperate to develop the technical infrastructure of the Sirte Free Zone, including its readiness to participate in the modernization of telecommunications, airports, and digital infrastructure systems in coordination with the national authority. The company welcomed the initiative to sign a memorandum of understanding to explore potential areas of partnership, and expressed its readiness to send a team to visit Sirte and examine opportunities on the ground. This approach comes as part of efforts to attract international companies in the technology sector to support the vision of transforming the Sirte Free Zone into a vital investment and technology hub. There is also interest from other European and Asian companies in the fields of infrastructure and maritime transport, reflecting growing international confidence in the prospects of the free zone.
The Free Zone Department is working to consolidate these partnerships through official channels and international communication platforms, such as investment conferences and exhibitions. The aim is to create a broad international network of relations that will provide the region with the required technical and investment support. By collaborating with diverse strategic partners – public or private, local or international – the Sirte Free Zone ensures that best practices are transferred to it, and that the necessary financing and expertise are secured to achieve a paradigm shift in the region’s economy and the Libyan economy in general.
